The City of Salem offers a Budget Billing Program to customers who have had utility service with the City of Salem for at least a year, at the same address, and whose account is in good standing (no past due amounts).
The Budget Billing amount is determined by averaging an account's past twelve months' service, and is recalculated every four months.
If you choose to discontinue participation in the Budget Billing program, you cannot participate in the program again until you have completed twelve months of service and your account is in good standing.
