City of Salem Adopts Comprehensive Plan

The City of Salem is pleased to announce the adoption of the 2026-2036 Comprehensive Plan, Rooted in Community, Planning for Tomorrow. 

This plan is more than a report. It is a shared roadmap for the next decade, designed to guide decisions that strengthen our neighborhoods, expand opportunity, and protect the quality of life that makes Salem a place we are proud to call home.

Salem has always been defined by resilience, pride, and a genuine willingness to help one another. We honor our history, we invest in our families, we value our faith and civic traditions, and we appreciate the people who show up every day to keep this city moving forward. That spirit is our foundation. Still, a strong foundation does not mean we stop building. It means we build with purpose. The future does not simply arrive. It is shaped by the choices we make today, the priorities we set together, and the investments we commit to as one community.

A comprehensive plan helps us look beyond the day to day and focus on the long view. It brings key priorities into one coordinated strategy, including land use, housing, infrastructure, transportation, economic development, parks and recreation, public safety, and community facilities. Instead of addressing challenges one at a time, this plan helps us see how everything connects, so we can use our resources wisely and deliver progress that is visible, measurable, and lasting. It also positions Salem to compete for grants and partnership opportunities by demonstrating a clear vision and a unified direction.

Most importantly, this plan reflects the voices and priorities of the community. The best plans are not written only by officials and consultants, they are shaped by residents, business leaders, educators, civic organizations, and stakeholders who care deeply about Salem’s future. This plan represents the belief that every neighborhood matters, every generation matters, and every person has a role to play.

I want to thank everyone who contributed time, insight, and perspective to this effort. Your involvement makes this plan stronger and more achievable. As we move forward, this document will help guide City leadership, support smart investment, and keep us focused on the outcomes our community values most. Salem’s best chapters are written when we work together with unity, optimism, and a steady commitment to opportunity and quality of life for every resident.
